The ethical concept of justice is closely related to social equity. The National Academy of Public Administration’s Standing Panel on Social Equity in Governance defines social equity as “the fair, just, and equitable management of all institutions serving the public directly or by contract, and the fair and equitable distribution of public services”.” The concept of social equity is credited to H. George Frederickson in the late 1960s when he declared it to be the “third pillar” of public administration behind economy and efficiency. Administrators in public and nonprofit organizations who are committed to social equity exhibit ethical behavior that informs their decisions regarding distribution of goods and services to the public. In this Assignment, you will explain and analyze the concepts of justice and social equity. You will also identify potential threats to justice and social equity in society.

Review the articles “Social Equity in the Twenty-first Century: An Essay in Memory of Philip J. Rutledge” and “The State of Social Equity in American Public Administration.” Pay attention to the connection between justice and social equity, and the challenges to social equity in public administration and society.
