The plan is to mitigate the damage caused by the attacks by establishing an Incident Command System/National Incident Management System (ICS/NIMS) plan. Put in place appropriate measures to mitigate negative consequences. The plan must contain a coordinated response that includes the four main sections of ICS/NIMS which are Operations, Logistics, Planning, and Finance/Administration.
