M2D1: Violence Against Women: Communal Terrorism
Mass violence against women is a type of communal terrorism. Communal terrorism, like other terrorist environments, is not static and continues to evolve. As war crimes are redefined to incorporate crimes conducted by combatants during times of conflict, it is appropriate to consider the inclusion of politically motivated gender-based violence.
