The question
As a senior policy officer in the Ministry of Health, you have received advice from an economic consultant that user charges (or out-of-pocket payments) for health services should be increased substantially to reduce unnecessary use of health services as a result of patients not paying the full cost of health services.
What arguments for and against increasing user fees would you use in your policy advice to the Minister of Health to either support or reject the consultant’s viewpoint? Select EITHER a high income country OR a low or middle country (Use Australia as it assign to me) as the setting for your policy advice. You do not have to name the country but must specify the setting for which you are providing the policy advice. However, if you would prefer to make the policy advice specific to a country then name the country in your answer.
