Supplementary prescribing is a partnership between an independent prescriber (a doctor or a dentist) and a supplementary prescriber to implement an agreed Clinical Management Plan for an individual patient with that patient’s agreement (BNF2022)
NMC legal guideline requires prescribers to have sufficient knowledge to be competent to assess patients, practice within remit, undertake history, provide diagnosis where necessary, decide on management and, where possible, prescribe. The supplementary prescriber must agree on treatment with the patient or care, document and provide health education on agreed treatment such as side effects, monitor response to medication and review.
Upon an Independent prescriber who must be a Doctor or Dentist makes a diagnosis, there should be a written Clinical Management Plan (CMP) relating to a named patient and that patient’s specific conditions, which are valid for 12 months. The Doctor may agree to a CMP verbally over the phone. However, they must confirm by NHS email or fax within two working days.
It is illegal for the supplementary prescriber to prescribe medication without an agreed clinical management plan and voluntary partnership with an independent prescriber. This can be subject to disciplinary by the employer and referral to NMC.
