You are director of a halfway house for parolees, and you have been asked by the State to begin drug testing. Everyone will be tested at intake, but after that you must develop procedures for testing. Unfortunately, they have given you a limited budget, so you cannot drug-test everyone regularly.
1. How will offenders be selected for drug testing?
2. Will you test for every drug every time you take a sample?
3. How will you ensure fairness?
4. What do you suggest should be done with those offenders who have a positive result?
5. How will you evaluate whether drug testing is effective (be sure to include the outcome indicators you plan to examine)?
