SCENARIO:
The Ames Riders, a University located in Iowa, competes at the NCAA Division I level. Recently they had a Title IX complaint lodged against the athletic department by a female student on campus alleging lack of equitable opportunities for females on campus.
The Office of Civil Rights (OCR) conducted an investigation and found the following data:
- The population of undergraduate students at the University is 55% female and 45% male. The population of student-athletes is 53% female and 47% male.
- The athletic department has added the following women’s sports since 1970 – WBB and volleyball in 1971, tennis 1973, softball 1975, field hockey 1979, track and field 1985, cross country 1986, golf 1994, equestrian 2000, sand volleyball 2010 and bowling 2014.
- The University has not conducted any surveys within the past 10 years to gauge student interests and abilities on campus.
- There were inconsequential differences in facilities, scheduling, budgets and expenditures between males and female student-athletes in the department.
Sally is a member of the club rowing team on campus and she lodged the complaint against the university in the hopes of making rowing a varsity sport. Please answer the following questions based on the information above:
