Is a ‘collective security organization’ different than a military alliance? If so, how? Consider the United Nations — does its record suggest that it can serve effectively as an international ‘policeman’ capable of securing peace and stability? In other words, is its future promising? Or is it doomed to fail likes its predecessor?
