The following are the two essay questions for the exam. Choose one and answer it fully, using the Exam Essay Instructions guide from the Getting Started folder. Your essay must be submitted to the Exam 1 Essay Dropbox by the due date/time. No late essays will be accepted.
- Within our system of federalism there are four major forces that can prompt change in the balance of power between the states and federal government. Identify and discuss those four major forces in detail, being sure to provide real-world examples of those four forces at work. Finally, explain which of those forces will be the most influential in the coming years. In other words, if the balance of power between the states and federal government is going to shift again which force do you believe will be responsible for that shift?
- Begin by explaining Dillon’s Rule – what it is and how it works in the state of Texas. Then discuss the difference between general-law cities and home-rule cities. Be sure to include the rules/procedures for becoming each type of city and how the cities operate (who makes the rules in each city, for example). Finally, explain the type of city you would rather live in and why.
