Facility Emergency Plan Project
Instructions
Using the facility and critical infrastructure sector identified in the individual research paper,
produce a complete emergency plan for a specific facility at a specific location, including
sections on mitigation, preparation, response, and recovery. Several sample FEPs are provided in
the course content section, although you are permitted to use a unique format as long as it meets
the needs of the planning process. The FEP should include implementation timelines and task
analyses for major parts of the effort.
While the plan is to be multihazard in scope, the FEP must demonstrate you have mastered the
concepts presented in this course. As such, at a minimum, the risk associated with terrorism must
be thoroughly addressed in your FEP.
After submitting their Research Paper, some students want to change the Facility on which they
want to base their FEP. You are free to do so, but you do so at your own risk. The Research
Paper is meant to lay the foundation for your FEP. If you change the subject facility, you still
need to do the research to prepare a proper FEP for the new facility.
In preparing your FEP, you do not need to include actual Points of Contact. The point of the FEP
is for students to demonstrate that they have mastered the content of this course, including
concepts and skills and have achieved the course’s goals and objectives. Please note that there is
a different grading rubric in the project description area for the FEP (see below). To maximize
your grade, I strongly encourage everyone to become familiar with it, if you have not done so
already.
Your FEP should be 16–20 pages long, not including the title page, table contents, graphics,
photos, and any appendixes or attachments. The plan should generally be completed using APA
(sixth edition) style. You don’t need to include an Abstract, but you must include both an
Introduction and Conclusion (hint: See grading rubric below). It is also worth noting that the
project instructions allow some leeway from APA formatting requirements since you are writing
a plan and not a “paper.” Proper use of in-text citations and properly formatted references are
required.
