The Federal Bureau of Investigation’s (FBI) downtown Washington, D.C. Headquarters is over 50 years old and is outdated. There is insufficient space – various annex space has been rented to house numerous operations that should be located in the headquarters building. Based on consultations with Congress and the Office of Management and Budget, support has been given for moving to a new location that better meets the FBI’s current and future needs. The FBI Team put in charge of overseeing the relocation project has done preliminary work but needs support from you for making a decision about alternative locations.

After extensive work with real estate experts, four possible locations have been identified: Prince George’s County near the University of Maryland, Northwest Washington, D.C. (near embassy row), Alexandria, Virginia and Charlestown, West Virginia where the agency can obtain a great deal in terms of land and price.

The Team also surveyed stakeholders including leadership, other L.E. agencies with whom the FBI closely coordinates, employees, and others to identify key attributes that were important in terms of relocating. The top seven attributes presented in their “ranked order” are:  (1)  available space, (2) room for future expansion,  (3) facility safety and security,  (4) purchase price,  (5) workforce quality of life,   (6) workforce convenience, and (7) proximity to the U.S. Congress and Capitol Hill . You MUST use all seven of these factors in your MAU Model!

Based on the survey and some preliminary analysis, some facts were developed about some attributes as show below. For the others, you must make some assumptions about them and then assign a value (perhaps using a scale of 1-to-5) for each. You must document your ratings and assumptions in your memorandum.

Here are the attributes that already have been estimated: available space, purchase price, and distance from government and other LE agencies:

For this assignment develop a MAU model for this decision using the specific steps discussed in the written lecture and presented below. The model must include all locations and all seven attributes as part of your analysis.

  1. Identify all alternatives (the four locations)
  2. Identify seven evaluation criteria (provided above)
  3. Evaluate the alternatives on the criteria (some provided above and some to be estimated)
  4. Assign Relative Weights to Criteria (follow directions in the lecture reading)
  5. Re-scale Criteria Evaluations so that 100 is best and 0 is worst (follow reading directions)
  6. Value Scores and Aggregate (follow reading directions)

Clearly you will need to make and document assumptions about some of the attributes for the four locations. Be sure to document your assumptions in your memo.

Do not forget to do and discuss sensitivity analysis, varying the inputs to see how the decision might change.

Document your work and assumptions, explain how you arrived at the probabilities used in your model and make your final recommendation to the FBI Team in terms of the four location options. Note that just because you are submitting a memo you must still include reasonable comments in your spreadsheet explaining the key elements and their implications.
