Health care reform can mean several things. It can mean expanding access, lowering costs, or improving the quality of care. First, choose one of these goals and list three specific policy changes in the debate over the affordable careact that are specifically designed to meet the goal you have chosen. Second, assess the pros and cons of each proposed policy change. How will each policy change affect the other two goals? Third, choose one policy change that you think will be most effective and/or necessary for meeting this goal and defend it.
